Paving Across a Fast-Grown Township

Asphalt paving in Toms River covers a lot of ground and a lot of eras. The township, called Dover Township until voters renamed it in 2006, had 7,707 residents in 1950. It more than doubled in the 1950s, more than doubled again in the 1960s to 43,751, and reached 64,455 by 1980. The 2020 census counted 95,438, and the 2025 estimate is over 100,000. Most of its blacktop driveways were first laid during that 1960s and 1970s boom, and many have been patched, overlaid and sealed ever since.

Inland neighborhoods

In North Dover, Pleasant Plains, Gilford Park and the neighborhoods off Route 37 and Hooper Avenue, homes sit on the sandy soil at the edge of the Pine Barrens. Sand drains well, but it spreads under weight if the base is thin and the edges are not supported. That is why the oldest driveways here often show sagging tire paths and crumbling edges. Replacing them with a thicker, confined stone base and supported edges fixes the cause.

Silverton and the bayfront

Along Barnegat Bay and the lagoons in Silverton and the east side of the mainland, lots are low and the water table is close. Hurricane Sandy brought Silverton and downtown their worst flooding ever in October 2012, and many homes there have since been raised. Raised homes often need a new driveway with a different grade, firm edges and a plan for where floodwater and rain go.

Winter on the shore

Toms River records an average January low of about 22 degrees, close to 24 inches of snow a year and nearly 50 inches of precipitation, with a record low of minus 24 in 1988. Plowing, salt and freeze-thaw all work on blacktop. Crack sealing in the fall and sealcoating every few years are the cheapest ways to keep a driveway in shape.

Whose road is it?

The township has about 454 miles of roadway: about 351 maintained by the township, 72 by Ocean County, 24 by NJDOT and 6 by the Turnpike Authority, which runs the Garden State Parkway. Work at an apron on Route 37 or Route 166 is a different conversation than work on a township side street, so we check which agency owns your road before any apron work.

Summer timing

Route 37 backs up every summer with shore traffic coming off Parkway exit 82. For businesses and homes along it, spring and fall are the easiest times to schedule paving, and early mornings help year-round.

The barrier island beaches

Toms River also includes Ortley Beach, Normandy Beach, Chadwick and the other Dover Beaches on the Barnegat Peninsula. After Sandy, officials called Ortley Beach ground zero, and much of it has been rebuilt on raised foundations. Island driveways sit on beach sand with high groundwater, and owners are often away in the off-season. We schedule those jobs from fall to spring and send photos when they are done.

Asphalt Resurfacing in Toms River, NJ

Toms River Questions

My driveway is original to a 1970s house. Is it worth resurfacing?

If it is still firm, an overlay with milled edges can work. If the tire paths have sagged or the edges are gone, replacement with a proper base is the lasting fix.

My Silverton house was raised. What happens to the driveway?

It usually needs a new grade to reach the garage or parking area under the house. We plan slopes, edges and drainage before paving.

Who do I ask about the apron on Route 37?

Route 37 is a state highway, so NJDOT controls work in its right-of-way. Township and county roads have their own process. We check before any apron work.

Do you work on Ortley Beach and the other Dover Beaches?

Yes. Island jobs are usually scheduled in the off-season, with photos sent to owners who are away.
